This is an image of someone who has been caught in a southerly breeze. The wind is blowing from the land and the harder he rows the smaller the waves will get, unless he gives up, in which case he would drift across the Bay and find himself in the breakers against a cliff or on a beach. A south wind can strike unannounced to the unobservant.
